  1. Read-only. Viewer seats see live video and escalated alarms. No door control, PTZ, export, download or recording from the seat.
  2. Reason-bound sessions. Every session requires operator identity, a reason code and a CAD/incident number (drills excepted).
  3. Time-boxed. Sessions expire automatically (15 or 30 min). Extension = new session with a new reason.
  4. Scoped. Only the sites selected at session start are visible. Interior classroom cameras are excluded by default.
  5. Audited. Session start/end and each site wall opened are written to the SHA-256 hash-chained audit log; the district reviews monthly and provides exports to RCC on request.
  6. Escalation path. District SOC may push a P1/P2 alarm to RCC; this portal shows it. It does not replace a phone call to 911/RCC.
